Right, if you previously installed dojo/cli (before we switched to
scoped packages), then it's probably actually using the old dojo/cli
rather than the newer @dojo/cli.
If that's the case, just uninstall the older unscoped dojo/cli and see
if that fixes things. If not, I'll try to replicate on a different machine.
